Frances DiCarlo retired from the position of Executive Director of Participation House, Markham, a provincially funded agency providing services and supports to people with disabilities in 2017. Former roles of her 30+ years of service at Participation House, Markham included Manager Finance and Manager of Human Resources. Upon retirement, she was honoured by a Group Home being renamed the Frances DiCarlo House. Other former employers include Elections Ontario (Special Ballot Officer) York Region Public School Board (Personal Support Worker Instructor) and Sterling Drug Ltd. (Financial Analyst).
Frances was appointed to the Human Resources Committee as a Markham Stouffville Hospital Community Board member in June 2017. She previously served on the President’s Advisory Committee of Markham Stouffville Hospital and was one of the original volunteers in the Emergency Department when the hospital first opened.
Former Board and committee roles included the Ontario Association of Independent Living Service Providers, the York Region Planning Council and Cornell Village School Planning Committee.
Frances has lived in Stouffville for over 6 years with her family and previously lived in the Markham area since 1981.
